No, they don't. They have to use the sub's power to stay in the spot they choose. If they don't have power, they sink.

subs do have anchors.they are shaped like a mushroom and are stored in the bottom of the hull,as to not interfere with the sonar dome up forward...that's why you dont see them up on the bows like you do on a surface ship.
